An in-house team is only appropriate when you have a large number of large, intensive projects and a large budget.
Dedicated resources are ideal when you only have a few projects that need to be developed in-house and don't have a large (but not necessarily limited) budget.
Hiring dedicated resources is thought to be the better option because it reduces costs and allows for a faster turnaround time.
